Call received on a government phone. Stated his name and that he was on a recorded line, but not where he was calling from. A lot of noise (phones ringing, talking, etc.) could be heard in his background like he was in a call center, but couldn't make out what was being said. He asked if this was a business but hung up immediately when I said we are a government entity.
