If you call the number back you *immediately* get a recording (no ringing and an instant answer) claiming it is about "local political issues and not a sales call." And then get hung up on. Rude, condescending harassment. And an utter lie. Since being silent and hanging up and calling again and again is just threatening harassment. It would have to actually say something to be about something else other than harassment and threatening.
